Southwest was part of L'Enfant's original plan, and some of its first buildings still stand. Wheat Row on 4th Street went up in 1794–95 and was the first row of townhouses in the District. For more than a century the area was a poor, crowded waterfront district. Then, in the 1950s, almost the whole quadrant south of the Mall was cleared for urban renewal. That displaced longtime residents and businesses, and planners rebuilt the area with modernist complexes like River Park, Tiber Island and Harbour Square. Arena Stage arrived in 1961, and the Waterfront Metro station followed in 1991. Marvin Gaye, Hubert Humphrey and Justice Thurgood Marshall all lived here at one time.
