In 1890, a land group led by broker John Waggaman and backed by banker Charles C. Glover built his country house, Westover, on the high ground in 1892. The venture went bankrupt in 1908, and the land sat quiet until the 1920s, when brothers William and Allison Miller bought about 80 acres and laid out one of the first master-planned communities in the country, complete with a clubhouse and a shuttle to the Wisconsin Avenue streetcar. A zoning overlay since 1992 helps protect its character.
