The land was once part of the estate of Montgomery Blair, Lincoln's Postmaster General. Alexander Robey "Boss" Shepherd, the territorial governor who rebuilt much of 1870s Washington, later bought it and built a Victorian summer house called Bleak House. He also ran a big plant nursery here, and he's credited with the flower names of many local streets. The house came down in 1916, though part of its carriage house still stands off Floral Street. The Shepherd Park Citizens Association formed in 1917, and building took off in the late 1920s. In 1958 neighbors founded Neighbors, Inc., a Black and white group that worked for decades to keep the area stable and integrated, and in 1990 residents won a "Books Not Burgers" fight that put a library on Georgia Avenue instead of a fast-food restaurant.
